According to the PlayStation Store for Poland, you will be able to preload Black Ops Cold War very soon.
You Can Reportedly Preload Black Ops Cold War On November 6th
Many PlayStation users are reporting that they can preload the latest Call of Duty on November 6th, just one week before the launch of the full game. However, there are some conflicting reports from users saying that they can preload the game on November 5th. Most likely, it just depends on the time zone you are in.

Regardless, it’s good to see that players could possibly pre-download the game well ahead of time.

Black Ops Cold War will release on November 13th, 2020 for Xbox One, Xbox Series X, Xbox Series S, PlayStation 4, and PC. The PlayStation 5 version will launch on November 13th in the United States and Canada. For those in other countries, the PS5 version of BOCW will release on November 19th.
